It makes an odd "warbling" kind of sound where the pitch shifts back and forth from the input octave to the pedal produced shifted octave. Thats why I figured its probably the Fender Blender. But it does make a nice chimey doubled kind of sound.
It's hard to discern exactly effect it could be, but the chime is most likely from a Fender Blender octave/Fuzz pedal. Corgan used that effect a good bit. It basically shifts the octave 1 step higher and also adds the fuzz effect. Nice pedal, originals are kind of hard to come by though.
Don't forget the various pre-amps that he has used during various times. Gish: ADA MP-1 Siamese Dream : Marshall JMP-1 & Mesa-Boogie Tri-Axis. I'm not certain but the Mesa may have only come along for touring. Various changes after that.

You have to understand Billy is an artist and you can't stay in the same place emotionally, over the years you grow and you change, it's just part of life. It would be very boring as an artist to write the same style songs for twenty years and if Billy is anything like me my life depends on growth and change both musically and spiritually or I will die.
