The "secret document" is just a request for Ysolda to provide more Cure Disease Potions and Toilet Paper for the Legion encampments, at the usual price. COVID-19 has put a great strain on the usual supply lines, and General Tullius doesn't trust Maven Black-Briar not to send to cheap stuff that scratches everyone's asshole, like she did last time.

Kind of unrelated but one of my favorite Tullius lines is if you exit dialogue with him before saying anything he’ll say “Is there something I can do for you? Feels a bit too much like the Wild Card ending in New Vegas, but at the same time the Civil War isn't integral to the main plot of Skyrim, it's more like a backdrop setting.
I assume the biggest issue with making the Dragonborn the ruler of Skyrim being that if you can do that before you face Auldin there really wouldn't be much of a reason why you don't lead an entire army to face him by the end of the game. No way in hell could Bethesda's game engine handle that.
That also kind of goes against the way the main characters are handled in the Elder Scrolls, they're always these larger than life big damn Heroes that become legendary figures who slip into history. They never become Kings or Polticians because they're too busy scouring the world, you're an adventurer at heart, not some busybody pencil pushing politician.

Now that I think about it, that horse thief who died running away from an execution got the easiest and fastest death compared to everything else in Skyrim. Not even the Stormcloak soldier and Roggvir gets a much lower death timer.
That damn horse thief got dinked by an iron arrow and went straight to Sovngarde before we even had the opportunity to interact with him..lucky..

So weak. Skyrim was promised to be so much more. I bet most people watching this don't even realize that the dragon war lore was introduced in Skyrim. Previous games mentioned nothing about it but previous games did mention in heavy detail that the nords followed their own Gods and not the gods of the empire. "None of Hail, sleet, or gale shall halt Kyn sky children."

Lol this is peak Skyrim. Not only are you able to walk around Ulfric's hall when they know you're their enemy, you can convince him that you're on his side because "Trust me bro", and on top of that they just let you walk out of there with the crown if you change your mins.
Bethesda sure played it way too safe with Skyrim. None of the choises you make don't _really_ have an impact on the world. You're an imperial enforcer? Come on in to Jarl Ulfric's house, we don't mind! You resurrect dead corpses in the College of Winterhold? Sure, necromancy's been forbidden for hudereds of years, but we'll just shurg it off.
You never really have to sacrifice anything in that game.

But ol' balgruuf don't wanna.

Was there are way to betray both the stormcloaks and the imperials so they both suffered losses or did you definitively have to pick a side? I never liked either of them so never really got anywhere with those questlines.

So satisfying to start out joining the Legion only to immediately betray the crown to Ulfric Stormcloak and defect to the Rebel Army. This one also married Rikke shortly after attending Jarl Ulfric's victory speech. 🍺
