It is rare but possible I believe it was a Dexter axle. 3" tube Lots of 5th wheels are like that. Quite common for a 4k so maybe they assume it was 400lbs with tires so it's an actual 4k load rating possibly

What is the weight capacity of the axles compared to a boughten flat deck?
Comparable this one as a camper trailer was gross rated around 9k and the trailer total weight is around 2800lbs now.
I believe there 4600lb axles
