Guys, the flag you saw at KLCC Park is actually the flag for Federal Territory. In Malaysia, there are 13 states and 3 federal territories namely KL, Putrajaya and Labuan. KL also has its own flag. But I'm not sure whether the flag is used for the 3 different federal territories. When the federation of Malaysia is formed in 1965, after Malaya independence in 1957, the flag of Malaysia has 14 white and red stripes, symbol of 13 states and 1 federal territory, but now there are 3 federal territories.

Though the Federal Territories are treated as a state but it is not a state. There are only 13 states in Malaysia [Federal Constitution Part 1, Section 1(2)].
The 14th stripe is for Singapore which was expelled in 1965.
About the Federal Territories its stated in [Federal Constitution Part 1, Section 1(4)].
Most people are confused by this.
So the legal flags are of the 13 States, 3 Federal Territories and a flag for the Federal Territory.
Some state districts have their own flags too.

Malay peninsula have many state that have been on civil war with one of another for hundred of years , before 1957 they have federate malay states and unfederate malay states .
That's federal territory flag.kuala lumpur is a territory in the state of selangor.
