It does not actually help to start charging the ssmt during the countdown because the ssmt timer only begins once the race starts. At 1:23, you can visually see that the "normal charge" comparison on the right begins a couple frames after the race starts. If the comparison continued for a few more frames, you would see the right side get the ssmt the same amount of frames that it started after the countdown. It may still help to do that to guarantee that you are charging immediately at the beginning of the race though.

In regular races it's not useful. In team races it is very useful, as using lightning to help your whole team has more impact than having every person drive forwards.
