Savage Jack depends on the track, but often yes. Normally, dry bowser is better than funky for flame flyer, especially for tracks with a lot of snaking like rDS. However, for tracks with a lot of boost panels and not a lot of snaking, funky is faster, like Rainbow Road.

There is a bug in MKW that if you use a star before the cannon, leaving the cannon will make the offroad normal, even if you have a star, so, if you go to DKJP, use a star before the cannon and then go to offroad while having a star, you'll still slow down

I don't quite understand though: how exactly does the "slippery road" effect you? It seems like it maintains momentum in the direction you were going (basically being slippery), but in the video it was said that there's less traction, implying that turns can't be taken as tightly in general. I also noticed that if you release an SSMT on rSL while turning, you get shot off in the direction you were turning too, supporting my hypothesis of it being calculated through momentum. I wonder if the game views it as a "physical" change in the road, or if contact with it influences the stats of your combo in some way, or if it's something else entirely.

The standard speedometer does not display conveyor and water speeds accurately. To accurately see that, you would need an xyz speedometer to calculate your speed based on coordinates.
The reason that the mushroom doesn't add to conveyor speed is probably because mushrooms don't really add to your speed, but instead they put your speed at a set value for a certain amount of time. I may be wrong about this though, as this is just a hunch and I'm not too familiar with MKWii
Weak offroad doesn't let you drift for free. You actually need an Offroad Stat of atleast 18 (or maybe 17, but no character vehicle Combination has that value so I could not test it) to drift on it, meaning if you pick Jetsetter with a character that doesn't add offroad, you cannot drift on it.

You're not actual going faster on a water stream or conveyer. The speedometer shows the speed relative to the driving surface (in this case the conveyer or water stream), so the vehicle is moving faster relative to the still ground compared to the constant accelerated water stream/conveyer.
