Indian postal service can only be revived by certain ways. 1. Reduce strength of gds. have them as contractual as usual and remove them after 3 4 years if found incompetent. 2. Give promotional scope to existing gds to be Mts through departmental exam may be after 12 years.. To be Pa or Sa a gds should be eligible after 20 years. There should be such rule. 3. Gds employees are pillars but salaries given to them (even though the amount is less) in total is almost at the same level of total expense for departmental cadres. 4. Sack higher officials if needed. Unfortunately this hardly happens in a govt service. 5. Emphasize on banks. Unite Ippb and Postal savings Bank as one Psu. That will reduce extra cost. 6. Reduce total number of post offices for now. I can show you that there are post offices even under 3 to 4 kms of distance. Rather make 2 branches in one office for two different pin codes. That will reduce a huge burden. Isolate Postal banks from basic lostal services. As ippb has recruited managers I think they should also take the responsibility of postal bank. Postal assistants should work in rotation, i.e. 6 months in letter offices, 6 months in banks. 7. Give short term loans under 10 lacs to the customers from Ippb or PoSbs. That will be highly profitable. 8. Provide Bike loans to Gds. Even 1 lac loan can be great. Provide car insurance and car loans too. May be under 7 lacs as it is primarily focused on rural areas. Also give loans under 10 lacs for small business. That will reduce the risk of having higher NPAs. 9. Advertise! There is not much advertisement of Posbs. SBI or such Psbs have heavy advertisement. 10. Monitor all the post offices and make sure no agent is there. they tend to make income indirectly and make customers frustrated. 11. Enhance logictic facikities in e commerce. Employ gds to fetch products from amazon or flipkart. As they are given bikes that will indirectly help the system to reach fast. Private companies will never take risk to fetch products in rural areas. 12. Enhance services of speed post and reduce post card facilities by increasing price to up to 5 rs.
