If i set it to last state, will it restore to the last state before the power went out, for gaming as well?

I don't think that's how it works bro. If you mean you are in the middle of the game and there was an outage, it won't bring you back to the game if the power comes back. It just means the LAST POWER STATE you are currently in. For example, if the PC is on sleep then a power outage occurs, the PC will still be on sleep state if the power is back. If you choose power ON, then the PC will boot back on even your PC was asleep before the outage. But if you were gaming, lets say a game that doesn't need you to connect on the internet, You paused it then put the PC to sleep before the power outage, you can wake the PC if the power is back and most probably the game is still running.
Will a power outage affect performance if it was my pc was on sleep and the outage happened
