They are based outside of the United States and there is no documentation they even are a company. The old wiki page reported they existed in Thailand, Netherlands and in Denmark all at the same time. For all we know this is a major publisher pulling pranks on the consumer market.

I actually own Animal Soccer World and let me tell you it's a piece of shit. We actually had to get a new PS2 because of it - our first one stopped working after I played it for the first time.
I would say, throw the piece of crap away. They'll damage your PS2. I'm surprised a bunch of people didn't complain about their PS2s having stopped working after playing those abominations. Square Enix's Unlimited Saga is a better game than anything by Phoenix, and I thought it was the worst game ever made until I watch this video. I'm actually thankful that none of those games never came to North America. If someone brought one in at our local Gamestop, they'll throw it away.

I think I can shed some light on this game and many others like it. The cartoon was made by Dingo Pictures. Heres some info from TVtropes: Dingo Pictures is a German low budget animation studio that has been in existence since the 1990s. Its movies are knockoffs of well known movies, many of them Disney. Unusually, when translated into English, its movies were sold as games, appearing on the PS1 and PS2 despite the only game portion being puzzle sections. On the PS1 these were published by Midas, and on PS2 by Phoenix Games. The company does not appear to have made any movies for years, but its website is still in operation. The most famous "game/movie" they did was Animal Soccer World on PS2 and its the EXACT SAME THING as Caddy's game except with a different movie. The movie Caddy saw in this video was Little Dalmatians. So yeah even the TITLE is in fact a lie
If I had kids, I would not buy them this game. The thought that someone might have though... "shudders" Imagine that was their first video game experience as a child, imagine it could effect their life subconsciously and they grow up generally never liking video games but they don't know why. This person grows up, he or she lives their own life, never playing a video game. Then one day, in their later years, they are on their death bed, they see their grand children playing on a handheld, too young to realize or grasp the concept of death. He or she tries to smack the video game out of their hands from a subconscious reaction. Sadness envelops the person as the kids become terrified. The elder realized that the kids were happy with these video games, things that the elder hated for all these years. The old one looked outward through the hospital window and uttered a single cry: "DAMN YOU DALMATIONS 3!", and then, passed away. A game that was so bad that it changed the course of someones life. Was this person truly happy with how things turned out? Perhaps. But maybe during those final seconds, in that last cry... Can we be sure there wasn't a shred of regret?
You know how when a popular animated film comes out, a smaller studio will pop out a film with a similar title to trick grandma into buying it for her grandchildren? This is the videogame equivalent to that.

After seeing Phelous review Phoenix Games/Dingo Pictures's products, I started thinking that releasing the movies as video games must be the equivalent to shouting "HEY DISNEY WE'RE RIPPING YOU OFF"! I'm also thinking the movie parts didn't have scripts and that the two actors didn't know English.
They don't! Literally, Dingo Pictures was a German production house specialized in crappy ripoffs. They always use the same voice actors for EVERY language. The cartoon is actually an very old VHS cartoon movie for kids which was released in germany in the 80s or 90s (i have no idea when). The car says "POLIZEI" and is green like the old police cars in germany and the building said "Tierheim" which is german for an animal shelter. Also the name of one of the puppies "Tüpfelchen" is a term for the spots above the letter "i", "ä", "ö" or "ü" which literally means... well.. "Spotty"(?) So either the company is also from germany (never heard from them before) or they just took that old VHS movie to put it on a PS2 game.

I actually own Animal Soccer World and let me tell you it's a piece of shit. We actually had to get a new PS2 because of it - our first one stopped working after I played it for the first time.

I'm actually thankful that none of those games never came to North America. If someone brought one in at our local Gamestop, they'll throw it away.

I think I can shed some light on this game and many others like it. The cartoon was made by Dingo Pictures. Heres some info from TVtropes:
Dingo Pictures is a German low budget animation studio that has been in existence since the 1990s. Its movies are knockoffs of well known movies, many of them Disney. Unusually, when translated into English, its movies were sold as games, appearing on the PS1 and PS2 despite the only game portion being puzzle sections. On the PS1 these were published by Midas, and on PS2 by Phoenix Games. The company does not appear to have made any movies for years, but its website is still in operation.
The most famous "game/movie" they did was Animal Soccer World on PS2 and its the EXACT SAME THING as Caddy's game except with a different movie.
The movie Caddy saw in this video was Little Dalmatians. So yeah even the TITLE is in fact a lie

The old one looked outward through the hospital window and uttered a single cry: "DAMN YOU DALMATIONS 3!", and then, passed away.
A game that was so bad that it changed the course of someones life. Was this person truly happy with how things turned out? Perhaps. But maybe during those final seconds, in that last cry...
Can we be sure there wasn't a shred of regret?

After seeing Phelous review Phoenix Games/Dingo Pictures's products, I started thinking that releasing the movies as video games must be the equivalent to shouting "HEY DISNEY WE'RE RIPPING YOU OFF"!

They don't! Literally, Dingo Pictures was a German production house specialized in crappy ripoffs. They always use the same voice actors for EVERY language. They don't know what they are reading about but they try anyways...which gave us the unbearable Italian dub of Dinosaurs that spawned the famous " Yee!" Meme.

The cartoon is actually an very old VHS cartoon movie for kids which was released in germany in the 80s or 90s (i have no idea when).
The car says "POLIZEI" and is green like the old police cars in germany and the building said "Tierheim" which is german for an animal shelter.
Also the name of one of the puppies "Tüpfelchen" is a term for the spots above the letter "i", "ä", "ö" or "ü" which literally means... well.. "Spotty"(?)
So either the company is also from germany (never heard from them before) or they just took that old VHS movie to put it on a PS2 game.
Remember people: Full grown adults made this game for kids...let that sink in for a minute.
