You notice the narrator chooses words like propaganda and “orchestrated” when speaking of China, but not about the US. When frankly, most nations engage in propaganda and political moves designed with convincing the public.

Before Xi's rise to power. The communist party was waning slowly within the public sphere. Many party leaders feared that the party's waning influence will create a crisis for the party. Many politburo members thought that Xi's ideology of party above everything will rejuvenate the party's position within the Chinese society. This is why China has been increasingly authoritarian and has cracked down hard on anything deemed to be a threat to the regime.

We'll never know the real inner thinking of the Politburo, but it's safe to say Xi presented himself as a steady hand, capable of guiding the ship of state. His lineage helped assure his ascent, of course.
I think the argument to be made is: whether the Elders wanted it or not, the CCP needed a strong leader in order to survive. In the mid-2000's there was rampant corruption and the Party was in decline. Having a Gorbachev-like figure could've caused the whole system to collapse in on itself. Instead, Xi's cunning was his ability to clean up the mess, strengthen the party, and tame unruly segments of society, while projecting strength and unity. Any other leader might've failed.
In this regard, I don't think the reporter is wrong. The party really did need a strong leader to survive, and that's what they got, whether they consciously sought that out or not.

I love and respect China’s culture, people, and ways of life. But it cannot be ignored that China is a dictatorship as absolute as any other dictatorship and I hope one day China becomes a democracy. As an American, I would love to travel to China and visit the country. Unfortunately I’m scared of its authoritarian government.
