  • At a time when the Election Commission is under fire from Opposition parties for being biased, former president Pranab Mukherjee has lauded the role of the poll panel saying the 2019 Lok Sabha polls were conducted "perfectly". The former Congress man's regard for the poll panel has resulted in appreciative tweets, mostly from Bharatiya Janata Party leaders. The Congress, however, said it did not think that the former president was "aware" of the incidents of the poll panel giving a clean chit to Prime Minister Narendra Modi for every alleged violation. Speaking at a book launch event in New Delhi on Monday, he said that right from the first election commissioner Sukumar Sen to the present election commissioners, the institution is working very well. He said all the three commissioners are appointed by the executive and they are doing their job well. His remarks came a day after Congress President Rahul Gandhi alleged that the Election Commission's "capi-tulation" before Prime Minister Narendra Modi is obvious and the poll watchdog is not feared and respected anymore.     Agnihothri sir well said.but discussion is not useful where recent issues like lavasa, a EC told he dont want to attend poll panel discussions anymore as his dessent is not recorded in giving cleanchits to modi and shah

    Is Amit Shah holding a gun to your heads while debating or what?
    3 people argued that opposition is at fault to question the EC's biasness towards 'Modiji'. Another fact is that dissent opinion was not a part of judgement. Nobody even spoke on it. We clearly saw communally polarising speeches of our honourable PM and his pithoo Amit Shah. Also, EC waited 2 days for Modiji to complete his campaign before putting a ban in bengal.
    This debate was very poor and meaningless. Seems like how Modiji institutionalised corruption through electoral bonds, Rajya Sabha TV is institutionalising Modi Bhaktism through one sided debates. Please remember most of your audience are future IAS officers of our country and it cannot be a platform for Bhaktism.

    Disagreement should be there in every debate otherwise it will be biased like this debate.. I like the point that was raised by the MR.Agnihotri that appointment of the Commissioners should not be done by govt directly rather than by proper system.

    opposition has failed in this election ,they are damaging the image of india..successful conduct of 900 mn voters election is itself a huge thing and must be applauded.

    Election Commission:
    - Judicial, administrative, regulatory body.
    - Constitutional institution played exceptional role in conducting elections throughout India in a country such vast & diverse.
    - 91 cr electorate, 10 lakh polling booth, 11 mn polling personnel
    - Praise from foreign media
    - EC treated at par with SC Judge.
    - Reforms: from single member to multi member.
    - absolute neutrality - talk of the world.
    They have continuously strived for higher standards and made the electoral process
    more peaceful, transparent, inclusive, participative.
    - From ballot box to EVM to VVPAT - rigging violence.
    - Social media platforms: 900 posts taken down.
    - enforcement against money power - campaign bans in Bengal.
    - Electoral process is a time bound process & they looked at each complaint in a objective manner.
    Concerns:
    - Political scrutiny over every elections: Low quality of discourse
    .
    VVPAT - 33%, 50% -> 100%: unreasonable demands by political parties.
    - Constitutional bodies used in as political tool in atrocious manner.
    CEC is at par with SC judge.
    - SS dhanoa , TN Shesan Case: Article 324 - insulted from any political pressure - function within democracy but pull or push from any political party.
    baseless allegations on its integrity
    - Freedom of Speech 19(1) & restrictions under 19(2) -
    talking of national security - construed as violation of Election code of conduct but clean chit to PM
    Steps can be taken:
    - Vesting of some power to EC for contempt: constitution marker - must be deterrent.
    motivation of these request & baseless allegations must be judged.
    - Constitutional backing to MCC.
    - relook at the way EC are appointed: may be by collegium or like a committee (for CBI or Lokpal)
    - Extend the status of SC judge to other two EC's
    - Political maturity - We cannot just reform the EC without expecting any change from
    political class.
    We need to preserve & protect the constitutional bodies to earn public trust & for that every stakeholder has to be held accountable. Political class have to be onboard with EC reforms and only then we can aim for much seamless electoral process

    2. stopped pm modi movie,web series of modi
    3. gave clean chit to rahul gandhi ..etc ..in all these incident ECI become good but once they didn't favor opposition ECI has been ridiculed..

    The last point given by Ashok Tondon is not fair. If a candidate is wrong then he deserves to be behind bars not in the parliament. ECI has to implement Art. 324 more strongly otherwise democracy will weaken.

    Opposition specially Italianghandi is desparate. She knows her son will lose. So her attitude is Bhhar me jaaye ye desh, Bharatbarsh, Bhar me jaaye democracy,my son should win. She has made it personal, but obviously no one has the guts to tell. If you speak out your job and life is at risk.

But I think its good for India because the way the PM, ministers, bureaucrats are attacked after working tirelessly and portrayed in the media as if they have done some gravious crime after maybe a very smmmallll mistake, this will stop. People very easily go after these constitutional institutions without knowing the honesty and integrity of the officers concerned.

    For a strong democracy an strong Opposition needed for constructive criticism but sadly the Congress of today has become personal property of one family which discarded the contribution of non Gandhi Family leaders like PVNR,Shastri and Patel.
    Also Congress has nothing new to offer to aspirational India than giving out doles like NYAY,a relic of Fabian Socialism..
    Congress must introspect within and shed of its character of being fiefdom of Gandhis and good leaders should be promoted

    I have always been a fan of Rajya sabha TV. I watch the debates and learn many things from experts from your shows.
    But here I would like to emphasize that this is a political problem, the complaints being raised by political parties mainly from the opposition. U should have invited their representative for discussion if at all you have chosen a highly controversial topic. You could have let them make their point. And experts would have answered them.
    Secondly it appeared from the whole debate that dissenting voices have no place in the Rajya sabha TV. So sad indeed. Please upheld the values of the house of the elders. If the RS TV can't broadcast govt criticism please stay away from such debates.
    My humble request therefore is please avoid such topics.

      I agree, lately all the debates in Rajya Sabha TV has been one sided & especially pro-Government. I don't know why panelists in the debate are so pro-constitutional bodies as if the members occupying the position of constitutional bodies can't do wrong. Look at the recent allegations against CJI, the SC did not even follow a proper procedure & now the case has been silenced. We should remember that the institutions are sacred not the individuals in it. Sadly, all panelists are pro-elitist & ignore the weak.

    Takeaway from this debate is
    Politicians(every one including present ruling party when they r in opposition do same) using gold standard constitutional institution as scapegoat​ just bcse they have certain restrictions on speech ,
    As j Sai Deepak said we need contempt code those who malign without any proof.
    ECI done thier best to the ability for fair election .we have to also understand that there will be some delay of decision on voilation of MCC by ECI which are unintentional ,bcse of diversity,complexity,geographical constrain they have to look into whole of India not just one particular party concern.

    Agnihotri ji points are valid
    In the past ,Advani ji and some other political leaders have stressed for bipartisan selection panel for chief election commissioner and other election commissioners
    Similarly the removal process of cec should be extended to other election commissioner to ensure independence and impartiality

    My fellow viewers, as per my understanding, we should take away the following ideas from this edition:
    1) We must appreciate India's electoral mechanism. It take efforts from million of administrative and security personals to conduct free and fair elections in such a diverse environment and that to at a large scale. Eg- Points made by Mr. Rout.
    2) We must be aware of the constitutional fundamentals. And only then we should make our view regarding any Constitutional institution. Eg- Article 19(1) and 19(2) point made by Mr. Tandon.
    3) At last, there must be fruitful debates on further ensuring independency and transparency in ECI. But lets also keep in mind that we cannot expect everything from ECI to do, there are responsibilities on part of other stakeholders like political parties also.

    Descent Election Commissioner Ashok Lavasa is known to be close to P Chithambaram, who brought Ashok to MHA in 2009. Reportedly her wife appointed as director of a company on same year and now she is director in 12 companies.
