I will pay for the caravan of illegal immigrants to come and vote because I have millions just laying around. Also my cousin vinny is a good lawyer and can get them citizenship in a couple of days.
Honestly they should make it a law that if you don't live in the district you are supposed to represent, you are not allowed to run for office in that district. This makes it impossible for corrupt officials like Joseph Crowley to ignore the people they are supposed to represent.

My District in far eastern WA is represented by Cathy McMorris-Rogers (yawn) who owns a house in Spokane but lives in San Diego, CA. Shameful.
