Gypsies on horse cart being idiots

Behind horsecart with gypsies manning the reins. First the one behind on he's own red light ran, next they are spitting at cars, throwing rubbish at passersby and almost hit cyclist with a bottle.
I am disgusted by these people, some are decent, some are just.....but it annoys me that policing do crap about it.
