Christopher Lee was perfect for Saruman because both he and the character wanted nothing more than to be Gandalf. I think by the time the white council gathered together in the Hobbit, Saruman already knew of Sauron and he thought he could take a hold of him, thinking Sauron was too weak to challenge him. However, Sauron, as the master deceiver he was, was the one who actually took control of saruman. Also, as we saw in Lotr, had not Rohan and Gondor held fiercely Isengard and Mordor forces, Middle Earth could have fallen into Sauron's grasps, even with Sauron without the Ring. Just I thought
Rohan and Gondor would have fallen if not for the involvement of the fellowship. Both the steward of gondor and Rohan's King Edoras weren't exactly in right frame of mind before gandalf and the others were involved. Both gondor and rohan would have fallen by both Isegard and Mordor rather easily. With or without the ring, Middle Earth would have fallen but it was only through good fortune that things went as they did.
The original book varies from the movie here. Saruman was UNKNOWINGLY corrupted by Sauron. He used the Seeing Stones to gather intel on Sauron and Sauron began to influence him, playing on his jealousy and ambition for power. Saruman had NEVER INTENDED to serve Saron. He wanted to capture the One Ring and use it to CHALLENGE Sauron for supremacy of Middle Earth. This is how the movie and the book departed in their storylines.
