Witches in this universe refers to anyone connected to the forbidden GUND format tech and Gundams in general. Basically if you create or pilot a Gundam, they would call you a witch. In the prologue Delling called Gundams a curse, and there was also a line about bringing the hammer down on witches.

I mean the char clone could be her mom cause another thing in novel her was never really around cause she busy working up the rank of the company so after 13 years that’s probably the position her mom would be in
