Since Elnora was basically considered a fugitive after the prologue and needed to find a relative ‘safe haven’ in Mercury, she dyed her hair and changed her identity to protect herself and Suletta while plotting revenge.
I assumed the mask by itself would have been enough in terms of anime logic, but I guess the hair change also helps.
@@TanukiType Some anime like to take a few extra steps. I believe Gundam is one of them.

They said in the show its not rain but a chemical that serve as super heat cooling agent. Sense beam weaponry is practically plasma it make it impossible for it to form. Basicaly imagine it as you cutting the oxygen feeding a fire to kill it.
the hair colour difference could be to the amounts of radiation that mercury has compared to earth, Radiation tends to bleach out colour producing proteins out of hair. well seeing that Mercury is out in outback of the solar system getting proper hair dyes to exact shades of colour would be a tad difficult.
Suletta is getting a harem. Oh no. Say it ain't so.
