Mac How to Change Image Size (Proportional or Non-Proportional)

How to change the size of a photo on Mac, either with the same aspect ratio or stretched. MacBook Pro 16 used. This is using the Preview app program.

What are you talking about?.
I click on a photo and I don’t get anything like what you have..
You have your photo prepped on your home screen. The rest of us open it from our photos. And get an entirely different screen view.
