Congrats, you caught a wheelen with a failing tone generator on its way out. Tone cards use Oscillator circuits to create the tones. Thats what it sounds like when such a circuit fails. Loud hissing, sounds like the amplifiers are still functional.
The stuff in the start unironically reminded me of catching data streams on weird frequencies of radio, or the sound my speakers make sometimes when picking up wifi data exchange between my devices and the router I wonder if there was anything incidentally being picked up, what are the operational this and thats of such a board?

Seems like the Siratone cabinet started to die or the sound samples got corrupted or even possibly driver failure? I also believe this could be caused by dying battery's slowly starting to under-volt the siren leading to its failure as it seems to stop before the other sirens do.

Probably the wrong synth card that is not supported for a siren like this or either the synth card is corroded. EDIT: it could be the batteries giving issues like how DJ226 said so yeah
The siren might have not been programmed or designed to react to the voltage being lower than it's minimum stable operating voltage, if it was it would have just shut it self off instantly or protection would have kicked in and cut off power. So it basically just keeps going causing it start being no longer able to run everything in stable manner until eventually It doesn't even have enough power to do anything and then just crashes and finally shuts off like it should have done in the first place but the question is how do you know if it's actually dying batteries and not a failing component causing the voltage to drop before eventually blowing a fuse or something? (Yes, I know your comment was from a year ago but I just wanted say something when I saw your comment)

I think the sound of this siren is just a radio broadcast that got interfered. Some sirens in Europe also operate via life radio feed.
