I am sort of a newby here and wanted to know about those plastic bottles do they keep the paint from drying out? and where can I get some?

You have to use PET bottles. Best with a flip cap. I am switching to 4oz bottles from previously using 8oz. I used to get them from
SKS bottle online, but found them cheaper this last time on Amazon. If you don't get PET bottles, you will have issues.

Where do you get your panels from

I get 4x8 sheets from my local sign supply shop. For me here, that is Reece Supply. Often I use scraps from customer signs for my pinstripe panels. If you do not have a sign supply place as a resource, a lot of times you can buy scraps from local sign shops. I like using aluminum sign panel. I can order it in a variety of colors.
