A year late in responding but back then there was no interest in getting the actual voice actors, especially for a dub to voice their video game lines. It was so normal back then that I remember when in the arcades I heard the actual X-Men voices from the cartoon in the first XMen fighting game (Wolverine) I was actually in happy shock. Having different sounding voices in a game was so ingrained in us all the real voices stood out utterly in the best of ways. It's also why some of those early Dragonball Z games after 2000 were such a big deal because they had the actual english cast.
It looks pretty bad, but at least they managed to include some of the fighting styles and personality of the source material. And honestly, 10 fighters isn’t that bad for a fighting game made barely after SF2.

There are 3 that I know of on the Super Famicom. The first got localized in the US as Street Combat, so I didn't even know it was a Ranma game until years later. This game is the second one. The third game wasn't released outside of Japan, but it looks and plays quite a bit better. EDIT: 3 fighting games, but I just remembered there's an RPG too, which is also Japan-only.
The weird voices seem to stem from the voice samples being extremely bitcrushed and compressed in order to fit on the cart. Some companies did this really well, but the localization team definitely did not do a good job here, and as a result, it ends up sounding bad. The actual dub is completely different than what the voiceovers in this game were. Interestingly enough, original copies of the game also included a volume of the manga.

Nope. His name is Pantyhose Taro and he was named by Happosai, the secret final boss of the game (You only fight him if you choose Pantyhose or his Cursed Form). His story is that he wants to change his name to something other than Pantyhose. In the manga, he decides to change his name to Awesome Taro.

For 1992, it seems quite good. Both graphics and combat gameplay are decent. Jumps are not as floaty as the first snes game. Controls are decent too.

The japanese dub is way better as they used the voice actors from the anime which was on TV at the time.
