Shwe dagon pagoda is from Rangoon(Yangon) , it was founded in Taungoo dynasty era which is later after Bagan fall.

Yes, the Mon kingdoms were the first Theravada Buddhist city-states, but it is unknown if these kingdoms expanded their power and developed into an empire. It is possible, just not known at the moment
