In the array modifier settings, disable "Relative offset", and enable "Object offset". Set the Object offset target as an empty (CTRL + A -> Empty). Then increase the count and adjust the empty's scale to create a same repeating pattern as seen in the video.

You can add additional detailing to it through texturing, it would be too long to fit in this short. However, these assets are typically used as background elements.

How do you get sharp edges in solid mode
Click the down arrow in the top right of the viewport and enable "Cavity"
How do I extrude the image out?
In edit mode, select the face and press E. Make sure it's actually a plane, not a reference or background image
