(Step 2. Run the Troubleshooter)
(Step 3. Reinstall Windows Setting Apps)
Add-AppxPackage -DisableDevelopmentMode -Register $Env:SystemRootImmersiveControlPanelAppxManifest.xml
(Step 4. Enable Setting Explorer in Registry)
in the search box and click the result to open Registry Editor.
Head to HKEY_CURRENTUSER\Software\Microsoft\ Windows\Current version\Policies\Explorer. If Explorer doesn’t exist, right-click on Policies and choose New key to create it.
Right-click on the right empty area, choose New \DWORD (32-bit) Value and name it NoControlPanel.
Double-click the key and ensure its value is 0 (enable Settings).
(Step 5. Make New Admin Account )
Run the command: net user newusername newpassword /add
and hit Enter. Then, you will get a message saying the command completed successfully.
2 Next, type the command: net localgroup administrators newusername /add and hit Enter to make the new user be an administrator.

To all my brothers/sisters who couldnt solve this even if they tried everything on internet, just uninstall recently installed driver or software in my case i tried every video and in the end i uninstalled my graphics driver from device manager and boom every builtin app and windows setting is working fine, after it find suitable driver and go for it.
