When the whool is wrapped around the wood its very hard and stiff so when the hammers hits the string the tone is sometimes too sharp and stiff. When you needle the whool its becomes softer and more elastic thus creating a smoother tone. Sometimes a piano need intonation again over time as the hammerhead hardens over time with constant playing. And often after filing down or shifting hammer heads one need to intonate them again. This is not a very easy job because one want to make the sound as balanced as possible. Sorry my broken English.

It's better to use non treated felt and a cold hammer press so you don't have to jack hammer the felt.
