I'm pretty sure that the hole in the cowl that you are filling is a pass-through for a factory air conditioning line. I didn't use it either, but I didn't weld mine up. I used a 1/2" rubber plug and some sealer on mine.
I looked in the 67 Factory Assembly manual, and on UPC C60 E5 (page 222), it appears that a vacuum hose passes through that hole to the air inlet plenum.
That’s is right. Louie also pointed that out a few days ago, and I found it in my ‘67 Firebird service manual as well. I new you guys would know what this is, and I appreciate you sharing the information. Don’t think I’ll ever use it, so I think I’m going to weld it up. Good call on using a grommet though. Yes I did. I wasn’t sure at the time I made it if I would even use it, but it has come in handy getting everything lined back up. Do you still have your old one on the car?
@@RICHARDLUSK-we7pt The distance between the top bolts of the upper cowl are 49-3/8” and the measurements from the door jam (pillar) bolt to the upper cowl bolt (at an angle) is 14-1/4”. I swap over all those little straps and brackets too. The replacement panels don’t come with them.

Dont forget to seem seal the upper and lower cowel joint before you put on the outer

@@JK_Nex_Garage3m heavy body seam sealer, I was going to suggest the same thing as it’s hard to get to after it’s all sealed up.
