Probably not the fork. I just had this happen to me on my hardtail When you put the fork in and stem on, make sure you're holding the bike front end up from the fork arch while you tighten the top cap preload..when doing this the stem bolts should be loose on the steertube. The top capnbolt tensions the fork in to the steer tube and bearings. Don't need too much pressure. Maybe like 4nm

Yes I did that wrong on one of my bikes before ….

It must of been something that needed to settle on the bike. It went away and hasn't come back.
