I believe that the alarm will be on regardless the speed of the train.
Player are expected to perform "ATS確認" on time before the ATS halts the train.
I have seen players perform "ATS確認" successfully on PS2 but I have not seen something similar on PC.
Even the key controls have no mention about it ...
