Depends with what you want, like I’ve seen FX-8000 series desktops for $20, so assuming they would need a PSU you could add a 600 watt PSU for $30 and pair it with this and voila, $550 build great for 4k gaming. I used to have basically the exact same (Titan Xp with FX-8350), and at 4k it’s still the GPU holding you back and duel Titan/1080ti would be almost perfect pairing but it’s almost silly having such an old processor with the most powerful Nvidia would allow. It’s kind of whatever you can find, like I’ve seen even better deal on that FX, he had a closet of random older parts (much like I need to do, haha!), and was offering 3x FX systems for $50 total plus a couple cheap monitors and mice and keyboard, or $20 for just one pre-built desktop. I totally wanted to grab one but then saw the pile of hardware in my closet and realized I’d be the same dude, lol! Also at the time I found some rare R9 390x2 cards for $100 (so you could have quad crossfire/4x R9 390 8GB cards that fit in just 2 PCIe slots for only $200), so you’d have the performance of twin Titans or 2x 1080ti in a build that would cost under $300... Now that’s incredible value and budget! I really wanted to pick up a pile of R9 390x or 290x cards ($70 and $50 respectively) since I love benchmarking and if say I screwed up modding or destroyed them on LN2 record setting attempts it wouldn’t even matter, because I could probably get a dozen for $500 and have tons of spare for benching and then give away the surviving cards to my friends as upgrades for their birthday. So just depends what you want out of the build, and at 4k it’s incredibly GPU bound, but if you’re going for 240 Hz 1080p then you’ll need very powerful on both sides, or if it’s just 144 Hz 1440p then you just need like a first gen Ryzen 1600 or something and the best GPU you can afford. My main PC for example has 4x Fury and Threadripper (so about $500 in graphics cost with performance matching 2x 2080ti) since I am a heavy power user (so I might be gaming at 4k Ultra while running multiple Handbrake batch file encodes while also running a fluid simulation or stress analysis in the background, so I needed Threadripper for its 64 PCIe lanes for the cards and then the most cores I could get at the time for the brute strength, and it’s overclocked to about 4.2 GHz for fast gaming speeds and overall faster rendering/simulation performance). Really all depends what you want out of a build, like I’d rather pick lower core count if it were only gaming, and not have 32 or sometimes 64 GB of RAM since games alone don’t need that.

Squeakers you’re running 1080p or something? Notice I said at 4k... at 4k you’re extremely GPU bound playing at ultra settings. I’m not sure why you are getting stutters though, I haven’t seen that (typically in older games it’s running at game engine locks at 300 fps at 4k Ultra with 16x AA, so it’s silky smooth even when it can crank the frame rates up, and more modern games the Titan is limiting it so you might only get say 30 fps at ultra or 45 fps without AA at high settings). It sounds like you might be low on RAM or something else, or it’s just a super CPU heavy game or a console port that just isn’t optimized (an example of this is Watchdogs 1, a game that ran fine on the console from 2006 with only 256 MB of RAM and Vram each, and yet a 2070 Super with only 8GB of RAM isn’t enough to run the game at 4k Ultra, like my Titan Xp with 12 GB is just borderline enough to run the game without serious stutters like I’ve seen on some of my other cards because they ran out of Vram). For me the FX is typically perfectly fine, runs Crysis 3 at 4k ultra just as well as my overclocked Threadripper (which clocks much faster than my other Ryzen desktop chips since Threadripper is the top 5% binning), and it’s pretty rare that in a modern game the Titan will even hit 60 fps so the FX is quite frankly overkill but I’m not going to downgrade a CPU that’s already so infamously non-impressive just to stoop down to a Titan...

“Budget”, This Card is still considered high end to me even 2 years aged. Others might consider it between high-mid end. I managed to pick up an strix 1080ti off eBay in q4 2019 for $400usd since eBay handed out a 20% off coupon for my account.
I still consider the 1080Ti as high end. Like second class below the 2080Ti. However as an owner of a 1080. I see it has high mid, because it’s basically a slightly weaker 2070. It’s still a great card and fairly high end. And was before RTX. But now it’s kinda shifted slightly back a bit

It knows more your price range, lol! Or it knows you prefer Radeon technology cards. It does do some weird targeting based on searches so it won’t be the same for everyone and will likely vary per location too. If you search up oil filter it might even come up with some for your specific car in the top searches if you buy a lot of car parts for that model, or in my case it knows I buy the cheapest 3d filament so it doesn’t bother showing expensive stuff on the first ones, stuff like that.
I think the 20-series look even better. Nvidia's founders' editions might be overpriced, and the coolers aren't that effective, but _damn_ they're the most beautiful compoter components I've ever seen.

when i was finding parts for a pc on ebay , i missed the best deal of my life on a 1080ti for £280 EVGA FTW 3 as well. also when i was looking, most 1080ti's even the well cooled ones, where about £450

The 1080ti is a good deal if you don't already have a capable card like the 2070. You just spent $500 on a used card to get maybe an extra 10 FPS.
Best thing about siblings is that they are more likely to tell the truth about you and they also work for free ;) well until they spend 450 of your money on ebay stuff.

When I searched "fast graphics card" on ebay the first result was an RX 580...
It knows more your price range, lol! Or it knows you prefer Radeon technology cards.
It does do some weird targeting based on searches so it won’t be the same for everyone and will likely vary per location too. If you search up oil filter it might even come up with some for your specific car in the top searches if you buy a lot of car parts for that model, or in my case it knows I buy the cheapest 3d filament so it doesn’t bother showing expensive stuff on the first ones, stuff like that.
