Well, it’s not really. But there is an event handler for ejections that you can use to create one.
If you set it to loop in the last example, you could locate the ELT position?
You could if you have DF capability. It would be up in the air, but for simple DF it should work. (F-4E can DF UHF ;-) )

Would it be possible to tweak the "if" line of the script so that it only plays the ELT sound if a friendly/blue coalition pilot ejects?
Yep, add this:

--1 = red
--2 = blue

Not Instant Action, but you can find them under the regular F-15C, F-16 and F-18. They're all the same, just a simple BFM mission.
