Real question is how much environmental damage would be done by producing this special white paint and does that damage negate the benefits of doing it? I only ask because the largest majority of our well meaning eco measures we have already tried have had dubious benefits at best. Like it may be in theory beneficial to recycle paper, but recycling paper wastes a lot of resources and adds pollution. So is this yet another idealistic, hippy idea that means well but has not actually looked at how that theory works out in practical application to understand if it would actually be a benefit or not? Cause we have done a LOT of that already.
I wouldn't paint everything white. Just homes and buildings in hot climates. Doing this would place less demand on cooling systems so there would be fewer carbon emissions.
