That 3.8 engine is solid. 1700 is a good price. I would use it as a backup/ emergency car, unless your going to put some real money into it..
I just bought the same exact car same year, I paid $4,000 76,000 miles looks brand new.

I still got my 2000 regal with 74000 only issue is the plastic manifold upper n lower leaking..and I cant read my millege display anymore

The regal is a great car to like, I'm on my second one. I put 235k on my first one and found a grannie owned one with 77k on it a 2004. Love the ease to repair and the 3.8 is a great motor. What I've done on the ones I've had as a backyard mechanic was hubs, control arms, radiator, fuel pump, gas tank fill tube, front struts, brake lines, trans filter, complete direct fit walker exhaust , o2 sensor, spark plugs which are not so bad, Just saying easy car to work on, great car. Rust is the enemy. After this one I would like to find another granny garaged owned. Fog light bulbs always blow out I think from water. On the one I have now the coolant elbows behind the alternator started to leak and that threw me off, I didn't know they were there. I was having air in my coolant system a gurgling sound and losing a small amount of coolant for a long time then the elbows let loose, I replaced them and no more air in the system.
I loved mine but sold it impulsively. I still want to buy another one
I have a 2000 Buick regal LS I had it for 12 years and it's now have over 230000 miles on e now. It's good on gas and very dependable vechile and It's the best car I ever have and I got more than my money worth it makes me want to buy another. They are easy to work on and I love the W body style and the 3800 series 2 motor. I had that same problem of my low oil light comes on sometimes when I crank the car sometimes. It's was the oil level sensor screwed on the oil pan

Use the aluminum elbows and replaced the whole fog light lenses
Bleed the coolant as well

they and and all GM's have instrument cluster issues so be on the look out
