There is a greater chance of damage to a component from static electricity built up in your body than from anything that can happen by having the unit plugged. As long as the computer POWER IS OFF there should not be any problems adding or removing memory. if the computer is plugged, touching any metal part would create ground and drain any static electricity.
As long as the computer is not "ON" ram can be removed and installed. There is no power flowing through the memory slots when the system is "OFF". and you eliminate the risk of Static discharge from not being grounded.
