Worf is perfectly written in his scene. He is dying to be Riker's number one, but his honor won't allow him to jump over Geordi and so he defers. His brief enthusiasm sells his sacrifice and his sense of honor. When he gets the position anyway, it makes it so much better.

I loved his scene with Riker coming to Worf's quarters to ask him to join Riker, telling Worf all the downsides, and asking what's left:

I like how firm Riker is with Westley at the end and then once his point is made, goes back and explains, without being condescending, as to what the true point of the exercise is as to boost his morale and to get him back in the game like a good coach would do during a football game with his team
IE how one would deal with bad circumstances to overcome a challenge where you feel that you've been delt a bad hand with no way to win, where one would be tempted to surrender and give up just to get it over with.
exactly the kind of thing one might be tempted to do with the borg, like how do you get an 80 year old ship to beat a ship like the enterprise?

Riker needs to know the status of the ship as they examine/repair it so he can determine what he thinks the essentials that need to get up and running are.
i doubt it would take any longer than a few seconds to look at something, determine it needs to be fixed, maybe estimate how long it would take to fix it, and note that down and move on to the next thing to look at.
as for repairs, simply noting down "repaired X" probably wouldnt take more than a few seconds either.
as for Riker, its _mostly_ going to be the only thing he is doing anyway at that point in time, he is the Captain after all and he has no reason to give out many if any commands at all right now, he needs to know this information so he can determine what needs to be repaired and in what order.
in context of the episode, it is vital they make these repairs in a systematic and highly organized way because there are tons of things on the ship they shouldnt even bother with fixing but what should be bothered to be fixed ultimately should be up to Riker and his senior staff (in this case that's basically only Geordi, Worf definitely doesnt have the experience to make a judgement call like that in this situation, the only thing he can really do is advocate for the importance of getting tactical stations and systems up and running)

"Look at this old Constitution Class, USS Salem! La Forge would have a field day just trying to get the impulse engines to work!"
"Nah, Riker already took down the Enterprise, the Yamato, and the Bismarck using one of those a couple years ago, and that Constitution Class was in her original configuration, too. How about this one, the Columbia? It's an NX Class. The warp drive still works but these puppies could only reach Warp 5 when they were new."
"Please. As long as Riker has Lt. La Forge and Commander Worf by his side, the Enterprise wouldn't stand a chance, even against a ship with such a hilariously outdated warp drive. Ooo, here's a good one, USS Hathaway! A Constellation Class. I heard Captain Picard commanded one of these early in his career. The warp drive works, but I think this one's dry on anti matter, and most of the dilithium crystals are gone save for a few pieces. Other than that, she's still space worthy."

Great clip. Always love to see a good power up sequence
Though apparently a couple people in the comment section can't infer information from incomplete data.
It's pretty obvious that the ship was towed into position for the exercise and not just left drifting there. We see mothball, storage, and scrapyards elsewhere in the series so they probably just grabbed the decommissioned _Hathaway_ from one of those.
And they brought the ship there because it's implied to be out of the way so there shouldn't have been any interference during the test.
You can apply the same logic to other ships we see where they don't explicitly call for a tow, salvage (1), etc since we do see those operations elsewhere and including that information could mess with the flow of the story.
    (1) e.g. We see the D's saucer in the process of being broken up in Generations, so it can be inferred that Starfleet or a contractor removed all the debris they could find and probably did some work to cover up the crash site.

The Enterprise D was salvaged off the surface. Its a process of weeks not something the crew would hang around for. More like Star Fleet Corps of Engineers. You will want cargo tugs. Repairing it to fly under antigravs from its own power or towed back up. If the shape and size prevent it. Cut it up 1st. Either way will take a while. As for the Hathaway, the ship I assume is parked in a ship yard. By the looks of her she was being stripped for compatible parts.

The difference was the writing. Wheaton is a perfectly good actor, but an actor can be limited by the material they get, and what Wheaton got was very limited. Among fandom there was a lot of criticism about _Wesley_ but not nearly as much directed at _Wil_ at the time. The general consensus was bemoaning the fact that the fine actor from _Stand By Me_ was getting wasted with such a crappy part. As demonstrated later by Jake Sisko and Nog, fans didn't have a problem with a kid being part of the main cast, they had a problem with a kid who was written poorly.
