Been at this for 3 days cant fix it.
Think its time for plan B "The nuclear option" Back up all my stuff and reinstall my OS.

@@fr1x Sorry for the late reply, Been super lazy and just gout around to doing it today.
And yes, 100% it did solve the issue.
But instead of doing a full reinstall, I just did a repair reinstall, So i didnt lose any programs or data.
