I remember seeing a clip of this in the AVGN intro sometimes. I thought I was going insane when I couldnt find the episode it was from. Guess the mystery's finally been solved.
I remember this being at the McDonald's! Back when they had video games in the play area. They also had Tigger's Hunny Hunt, Elmo's Letter Adventure and Lego Racers - the Lego Racers theme coming out of the game at McDonald's still haunts me!
Also I would not be surprised if James recorded the video with the idea it may go on the DVD before it was decided to send it separately to people as well, and there isn't any real reason to redo the audio just for that one thing.
I used to play the demo of this on one of my old jam-packed discs and the controls were so sluggish it felt like tank controls but because you could only go backwards or forwards I called it *train controls*
As a 5-year-old in 1999, I was in the target demographic for this game when it came out, but I doubt that it would've kept me entertained for very long. (especially since I was already getting into games like Mario Kart 64)

I’m positive I had this game as a little kid since it seemed like an easy way for my parents to have me learn instead of just mindlessly game. There was also a Captain Crunch PC game that fulfilled a similar purpose, but if we’re talking kids edu-tainment games from the 90’s, Putt-Putt was always top tier
