The current cannot travel toward positive voltage sources because there is oponence or resistance (positive charges push each other) but it always travels towards ground (because of deficiency of electrons). This is my understanding. Please confirm if I am right. Thank you.

please check startup resistor
check voltage on VCC capacitor
MOSFET
its driving circuit
