She tends to use against powerful enemies that she can't take down or at very least as last resort weapon. Superman actually has several weakness. Kryptonite is the famous one, but anyone that control over solar energy/radiation can also heavy damage him and Magic being the less known. Most Aliens usually have enough strength that harm Superman and due to his high senses anything that disrupt or harm them can damage him.

Birds of Prey is an excellent movie and they did do her justice, keep in mind, Harley was the main character. Plus in the movie she was an excellent fighter and only used her voice when really necessary just like the animated black canary. In Arrow, I gotta admit its a good show and I love it but they did Laurel so dirty, she deserved more and they didn't do her justice in CW version, still she was my second favorite character.
