When diluting something 10-fold (for example, if we want dilute something that is 1 M to get something that is 0.1 M), we add 1 part of the substance we want to dilute to 9 parts water. In this example, we added 100uL of blue dye to 900uL water to make the blue dye 10x more dilute. Does that help?
