In addition to documentary on Luo history create a parallel film and videography business to do weddings, birthdays, funerals, events/shows etc to supplement your income and make the project sustainable .
Well, applying for grants is easier said than done. There's a higher chance if you are part of an institution. However as an independent individual it's a big call.
