Tecumseh 5 horse governor tear-down and demonstration

I got this engine with a used Toro 521 snow blower. The engine had been seized by the previous owner. During the tear-down, I thought I would see how the governor works from INSIDE the engine. This is a video of that process.

How does the governor rod inside the motor connect to the gear?

On my Toro 521, when running there is oil that comes out of the governor shaft?
Not sure what is causing it, or how to go about fixing it. This is the first video showing the inside, that I have seen.
Is there a seal that keeps the oil in place? At about 30 seconds in when flipping that lever, it appears there is some sort of seal in the inside of the housing where that shaft goes through?
