This was caused by the birds wing flapping speed matched the shudder speed, so it appeared as motionless wings
Also if the camera films at 20 fps, then the birds flapping speed would be in factors multiplied by 20 (y=20x) so the bird could be flapping its wings at 20,40,60,80 and so on

I don't believe it is a European Swallow, they go at 25 flaps per second while an African Swallow is at 20 flaps per second.

It's amazing how consistent the bird flaps it's wings to and from the same location of its body
It's amazing how this is 2017 and there is so many people that don't understand how cameras work. The camera's FPS is the same FPS as the bird's wing moves (house sparrows flap at 15 wing flaps per second). Mostly all consumer grade
CCTV cameras operate at....guess what...15 FPS.
So each time the camera captures a frame of video, because it is in the same sync with the bird, the bird's wing is always in the same place for each frame, making it appear stationary. You can see this by filming a helicopter propeller and it will appear motionless.

I'm a professional photographer and my best guess as to how this can occur is because the camera operates with what is known as a "rolling shutter" as opposed to a "global shutter". In addition, the frame-rate is so slow that it can't capture the movements of the wings flapping. So in layman's terms and as an example, I'm pretty certain that if this camera filmed a car speeding down the street, it wouldn't appear fluid and would almost appear as if it is going from one spot on the street and then jumping to another spot (picture how old silent films looked).
