He always gets 2nd tier stats by Koei. They treat him like a great but not brilliant talent. A Kan Ze or Yi Ji, not a Dong He or Tian Feng. Thoughts? He's become one of my favorite overlooked characters of the time.
I think if Shen Pei gets an INT over 80 and Gan Ning has 76 then Chen Shous should be higher. (Your telling me an ex pirate is smarter than the guy who wrote it all down!? Gan Ning was street smart and knew strategy so should have leadership of 90+ to reflect this.) Im okay with Chen Shous low strengh and leadership but his charisma needs a boost up. 49 is too low considering his controversies and moralities. He grants EXP bonus' as his perks which are okay but he could do with something extra. If we consider CHA is akin to fame then he should grant bonus CHA for his bonds/friends or maybe increase their wages or something. I would have L-12 S-22 INT-86 POL-75 CH OVER 60

Yes hes the original writer of The Records of Three Kingdoms while Pei Songzhi added much more to the text later.
