The Thai ARF is like somebody saw the UCP and thought "This is the future!", and then decided to put digital camo on every branch's uniform. Digital ERDL for the army, literally US Navy blueberry for the air force, MARPAT for the navy and marines. And just like the US, only their MARPAT didn't fail. Their volunteer forces still rocking DCU though, in the jungle, I don't know why.
You know what I really hate about UCP? The fact that is was supposed to be a "base" color scheme that you could produce a bunch of different camos in by just adding one color, like how they did with UCP-D by just adding coyote brown. And then the government realized thar would be expensive and scrapped UCP-J and UCP-A and left the army with a camo that blends in with gravel instead of anything it was supposed to because it's literally missing a color And now wmeveryone thinks digital camo sucks when in reality a digital pattern like EXTP will be between 2 and 20x more effective than an organic pattern like Crye or ERDL with the same color weighting. You want a less effective camo because your government is a cheapskate.
This is historically way incorrect. They "designed" (using the word loosely) it to be universal and used as-is. But it was so awful that Congress got involved and said (I literally quote from the bill Congress passed): "take immediate action to provide combat uniforms to personnel deployed to Afghanistan with a camouflage pattern that is suited to the environment of Afghanistan." As a response to that the Army briefly fielded UCP-D, but that was brief because shortly after they said "nevermind, to heck with this whole pattern in general" and switched to multicam. FYI they tested UCP-D and multicam side by side on deployments during that period and the UCP-D still wasn't that great and multicam won.

Now, congress telling DoD to pull its head out of its ass, I can believe, they have to do that a lot. The problem is that the base UCP was rushed into service and labeled as intentional. The Army really, really wanted UCP to work. But it wasn't supposed to. UCP-D was actually not the first "add-on" they made, just the only one that ever got fielded. Worst part is, it remained in service for 15 years because, as I pointed out, new uniforms are expensive, which actually defeated the entire purpose of UCP as a camo base. So yes, you're right, UCP-D came later and the Army did want it to be used as-is. Because they're fucking stupid, no arguments. But the point stands that because of their fuck-up on every level, we got terms like "the Lord's flannel" over a misunderstanding of what "digital camo" actually means. Now, I'll admit, I could be wrong. A buddy of my dad's was a buddy with a guy who worked on the project, so fourth hand information should ALWAYS be treated with a grain of salt. I apologize if I presented this as unduly factual, this is just my understanding of how the worst camo ended being known as anything more than an awful color weighting.

They *wanted* to switch to Multicam, but they realized that they already owned the license to the Scorpion pattern (the precursor of Multicam) which made that the cheaper option, so they just tweaked the colors to make it a bit more like Multicam and used it instead.
