when you go to a new area, the viewpoints aren't in the map for some reason. You need to find them manually, like if you see an eagle on top of a building, climb it

Went back and played the game I had this issue I found an unmarked viewpoint close to the poor district and the blue force field disappeared and allowed me to enter the district that's when my new objectives appeared on my map
