I used to drive the triaxle dumps doing this and paving in Maine! Communication is the key to success. We had mostly awesome operators, but one was a D***. He intentionally messed up loading (sorry, that was the paver, never had issues with the grinder). Much respect to the maintenance crews who maintain all the equipment too! Be Safe, and
make sure the towns, Cities and States mandate that the old rusted and crumbled water and sewer pipes below grade, get replaced BEFORE grinding and paving roads! Otherwise, new pavement gets dug up when the pipes underneath fail and destroy the new stuff. Half assed backwards and wasteful spending!

You are right - local agencies must take the lead to protect the pavement surfaces for a long service life. Every road agency should have some set of policies and regulations that map out expectations for how utilities conduct themselves within the right of way. In the US, we expect public road agencies to accommodate both above grade and subsurface utilities but it is unreasonable to allow that accommodation to become detrimental to the long term durability of the pavement. We need to all work together and lots of advance notification can go a long way.

In a video I saw a machine milled the asphalt road, processed the material (details unknown) and lay it back down.
Then rollers came behind to compact it and when cooled it was drivable (after lanes marked).

We would typically call that Cold-in-Place Recycling and for the right road it can be very cost-effective. It also has some great environmental benefits, so it should be a consideration with many agency's pavement management plan.

The video really demonstrated the efficiency of the process In time saved, cost and especially impact to the drivers.
The first thought I had was every city should have one or more.

Thanks for the compliment, but we were just observers. As you know, they make it look easy...and it's not.
