Looks like polysand mix, why wouldn't you grind so something to bite into under?

Thanks for the comment. We would defer to DelDOT for the answer to that, but here they used a PG 64-22 binder as their tack (together with some pretty good surface prep) to establish good bond and if you listen closely to the tires going across it, that is some sticky stuff.
