That's what the little arrow on just the one good is for on each tile. So for the first tile, it is have one good, pay one good. I'd say that's the cause of your mistake. Man, no wonder people were skipping the Mosques in your game. Once you got past the 1 and 2 tiles, it made no sense to try for the 3 and 4 as selling them was way better.
One small misspeak. The Mosque tiles all cost one good. You have to have the number of goods on the tiles, but you only ever have to pay the one good.
