I mean, I don't know this character and have never watched the show where it comes from either, only seen and heard some stuff on who that character is, but if we are speaking purely design-wise and not taking into account where the character comes from, what is it's personality, what it actually is, what are it's goals and whatnot, that is pretty cute thing.

Kyubey is an alien/alt-reality creature in an anime titled Puella Magi Madoka Magica. It promises the girls in the series the ability to have fantastic powers to fight "witches" who hypnotize/attack humans and cause destruction/de@th in their wake. Little do the girls know, the pact steals the girls souls and traps it into a crystal, and destroying the witches will slowly cause the girls to become the same monsters they're fighting.
So, in other words, that character costume is cute, but is of a horrible villainous creature.

Exactly. Looks like a German police special unit. The guy with the chain hauberk and staff is probably the one they put front and center to get at a guy with a knife.
German law requires that amongst all available options the least harmful must be attempted first. So if the cops have any way to take down a guy with a knife that does not involve guns, that's what they're gonna do. So they will escalate their efforts around the guy to secure the area, get as many people as possible to safety, negotiate, wait, whatever. At 16:56, not that it matters, but the Javelin (which is what he is holding) is designed to have minimal backblast so that it can be fired from inside of a building. That would still hurt the person directly behind him though.
