I had the same problem. Radio, lights, etc working, but it wont start. I was almost sure it was the battery which I replaced over 2 years ago. I then thought it was the fuel filter clogging inside the fuel pump. I replaced the fuel pump. Did not solve it. Turns out it was actually the battery. Battery only had 9v on it, enough to run all the lights and radio. I just made a simple problem into a complicated one. I installed a few electronics in the car, so I am now sure those are draining the battery faster than it should. That will be my next project...hunting that crap down.
ALL I HAD TO DO WAS TURN THE AC OFF THEN TRY TO START IT WHEN YOU TURN THE VOLKSWAGEN ON THE AC DOESN'T BLOW BUT IT'S STILL ON SO YOU HAVE TO PRESS THE OFF BUTTON THEN IT WILL START
Most likely a small hole in the crank case. The 2012 to 2017 2.5 Passats are Notorious for blown cranks even low miles. Unfortunately the Passat 2.5 is a lemon

It worked for me on august 16 th 2023 ( for anyone having the same issue).
Had battery checked and alternator there fine it cranked over after being jumped rrrr

Where is the starter relay located?
Under the fuse box in the engine compartment.
