I've always used Anex without any issues. The sound configuration is really tedious, however, but it's indeed possible for music in the game to sound exactly like this using it.

Don't play Anex86. It doesn't channel sound correctly.
Use T98-English as a PC-98 emulator instead. (It's even much smoother in framerate!)
